Environment minister and ruralist @rsallesmma submitted a request to BNDES (National Development Bank) to access all of the Amazon Fund's contracts. One of Bolsonaro's presidential campaign promises was to promote "the opening of the BNDES black box". valor.com.br/politica/61483…
It is noteworthy that this effort should begin precisely in a fund that does not use Brazilian government resources, but which is only managed by the Bank.
The Amazon Fund was created in 2008 to attract donations from companies, individuals and governments for actions to prevent, monitor and combat deforestation, promote conservation and sustainable use of the Amazon forest.
The fund's donations come mainly from the governments of Norway (90% of all donations) and Germany. This amounts to a total of over R$3 billion - roughly €690m.
The fund is managed by BNDES and has a Guidance Council composed by representatives of the fed. government (including Salles), state governments of the Amazon region and civilian representatives. As of 2017 the Fund has supported 95 projects, most of which are handled by NGOs.
Given the minister's track record, there is plenty of reason to be suspicious of the intentions of this audit - he is a notorious advocate of the Amazon's exploitation, of unsustainable activities such as cattle raising and intensive agriculture, with heavy use of agrochemicals.
All projects are audited by independent auditors and their results are reported to all stakeholders, including donors. So why would the governments of Norway ( and Germany have any doubts regarding what is being developed with their money?
Perhaps the Brazilian minister simply skeptical of the Norwegian (@kldep, @erna_solberg) and German (@SvenjaSchulze68, @JochenFlasbarth) government's intentions? We ought to know.
Scholars such as Prof. Jacques Marcovitch (former rector of USP) have discussed the Amazon Fund model and emphasized its importance as a way to manage and protect the diversity and richness of the Amazon in an efficient way, and have described it as a major conservation progress.
After all, just as the Minister's own party @partidonovo30 has always defended, the state alone cannot be responsible for managing all aspects of public life, including this one.
Anyone who cares about the future of the planet must worry about the future of the Amazon. And we must question the Minister of his real intentions for this important Brazilian and human patrimony.
