So the net result of John Bercow's ruling drawing on precedent going back to 1604 is that Theresa May's undead Meaningful Vote has finally had garlic chucked at it and a stake through the heart... "MV3: The Unnecessary Sequel" drops off the Brexit production schedule. Or does it?
Actually, there are a whole bunch of things the Government could still do if she insists on having another crack, come what may.
1. CTRL-ALT-DEL to Parliament: prorogue this session, and start a new one. Would kill a ton of work-in-progress bills and be super controversial.
2. Put forward a motion saying that the HOC agrees to ignore its own process for the span of MV3. But that would need a majority to pass, and why would it get one if MV3 doesn't have one?
3. Get changes from the EU. (I am leaving this here for completeness.)
4. Decide that passing TM's deal is better than reopening the Brexit Pandora's Box completely, and e.g. proactively graft onto the motion the idea of a confirmatory second referendum. That would seem to my inexpert eye to constitute a significant change.
5. Get an A50 extension by begging and pleading with the EU, then use the time afforded by it to change *just enough* of the text of TM's deal (somehow) to bring about MV3.
6. Make a hash of asking for A50 extension by being deliberately antagonistic. Without it being granted, the 2 options remaining would seem to be "no deal" and "no Brexit". With no appetite for the former, and the immense *political* danger of the latter, MPs might beg for MV3.
7. Call a GE (again, just for completeness)
8. Resign (ditto)
(While neither 7 nor 8 would necessarily precipitate MV3, they would at least be forward momentum of sorts)
Meanwhile, worth closing by remembering that no-deal remains the default, and Brexit Day remains 29 March. That will continue to be the case *unless* something proactive is done to change those facts. Just killing time until Brexit Day passes guarantees no-deal. END.
