Mueller's head FBI agent, David Archey running the Richmond office! ("former" AD not "for" above) Terwilliger served as the DOJ AUSA assigned to Sen. Grassley's judiciary committee who was investigating DOJ misconduct before Spygate. Terwilliger then became RR's Chief of Staff.
Terwilliger took over as USA for EDVA from Dana Boente, the USA that Obama restructured DOJ succession planning to keep him from being in charge of the DOJ. If that is the 'new' plan, it looks like it was set up several years ago...

The court judge ruled DOJ has to turn over a few redacted documents involving communications with the White House related to a FOIA request for docs re: the Hensarling situation — the judge reviewed the docs and said they're not protected by attorney-client privilege
On the other hand, the judge found that DOJ properly withheld documents between an exec branch agency and three DOJ offices — some are a clear request for legal advice and some divule confidential agency info, he wrote
