1/ So one of these days I'm going to write a guide for journalists reporting on cybersecurity/hacking, and this will be one example. No, there was no "hacking into the network". This was something made up by the journalist. 
2/ Using the same hardware/software, known as "SDR", I can transmit AM/FM radio signals instead of GPS signals, in order to Rock Roll nearby cars during traffic jams. This does not mean I "hack into the radio networks".
3/ Reporters who don't understand the technical details frequently make unwarranted conclusions like this. They willingly state inaccuracies because it's better for the reader, rather than something accurate the reader may have a harder time understanding.
