So @AOC is almost the perfect mirror image of Trump for Democrats, a truth-free candidate. Her original statement is wrong, but not meaningfully so. However, she still doubles down on it by citing Newsweek, which in turn cites -- social media.
The Newsweek article seriously cites an ANONYMOUS Twitter users as confirmation of the facts:

The long and short is that the "two-term limit" was always a political issue starting a century before. Every time a president thought about running for a third term, political opponents brought up the issue again, so the fact they discussed it during FDR's life was normal.
While they discussed it when FDR ran for his third term, no action moved it forward until after FDR's death. QED:, @AOC's comment is false as the many falsehoods Trump utters. "They had to amend the Constitution of the United States to make sure Roosevelt dd not get reelected".
It's not a meaningful falsehood, though, just as the majority of Trump's falsehoods (no, the Great Lakes aren't "very deep; record deepness"). The issue instead is the how the candidates and their passionate supporters just don't care about truth.
"But Newsweek also cited the non-partisan National Constitution Center as having Ocasio-Cortez's back". This is a lie, implying experts are defending AOC. What Newsweek is actually doing is cherry-picking text out of context, written long before anybody had heard of AOC.
They have many articles about Presidential term-limits. The one with quote Newsweek cherry-picked is this one:
