While you were sleeping, Cuomo and legislative leaders announced a budget agreement that includes congestion pricing, and several new taxes to fund the MTA.
We still don’t know what the cost of the tolls to enter NYC south of 60th street.

There will also be a tax on homes valued at $25 million or above, per agreement. The release by Cuomo’s office doesn’t say if that tax is confined to NYC or for the entire state. It would go into effect July 1, 2019.
The tax on homes is expected to raise $365 million, which would go to the MTA lockbox. A pied-a-terre tax on homes worth $5 million or more was expected to raise $530 million-$650 million.
Per the Cuomo admin release, the budget deal implements and allocated $27 million for the NY Dream Act, which opens state tuition assistance to undocumented students.

Still haven’t seen anything on the Liberty Defense Project. Cuomo admin said they’re going to continue the program, but didn’t say if it was at the full $10 million level.
