Breaking: David Lidington, de facto deputy PM, says if Returning Officers start spending money to prepare for European Parliament elections on May 23 they will be reimbursed, shd those elections not take place
In a letter to Returning Officers he says: "Whilst the govt's position is that it remains the intention for the UK to leave the EU with a deal and not take part in the EP Elections in May, I agree it is important that Returning Officers and electoral administrators...
"...should be able to plan effectively to deliver national polls which are well-run and fair, and seen to be so."
"I am able to confirm that Cabinet Office will reimburse reasonable spending by Returning Officers on contingency preparations for European Parliament Elections."

Breaking: Leo Varadkar will meet the French President Emmanual Macron this afternoon ahead of the informal EUCO. Both leaders will sign a letter on the next stage of the Celtic Interconnector, the proposed electricity cable between Ireland and France.
Irish source says he "wouldn't rule out" an exchange on the spitzenkandidat issue ahead of tonight's dinner in Brussels, but stressed the meeting will be brief.
The Celtic Interconnector is a proposed 500km power cable that will link southern Ireland and north west France which will provide Ireland’s only direct energy connection to an EU Member State if and when the UK leaves the EU

Senior EPP source says the group is "100pc behind @ManfredWeber" as the lead candidate for European Commssion president - and that is most likely the only job they will want to go for. "So there will be other significant jobs available for liberals, socialists and greens."
EPP watchword is "stability", ie they want to form a coalition with the Socialists, Liberals and Greens, ruling out any dealing with the far right. Dismissive of any talk of a "progressive" coalition as proclaimed by @FransTimmerman last night + @vestager...
EPP insist any coalition without the EPP will push the participants to the far left. Source says: Do the math: if you want a coalition with without the EPP you have to go all the way to the left. There’s no stopping with the Greens. If you stop there you get 160 seats [maj=183]
