Nicola Sturgeon has today made two big announcements:
(1) She will bring forward legislation setting out the rules for #indyref2
(2) She will call a citizens' assembly on the options and process.

First, our Independent Commission on Referendums set out how current referendum rules in the UK are flawed and what needs to change, esp. better info for voters and greater transparency for digital campaigning. (2/8)

Second, our recent report Doing Democracy Better offers further detail on how to improve information and discourse during campaigns, including through citizens' assemblies and an online information hub. (3/8)

Third, the Independent Commission proposed that, where a referendum is held on a broad principle such as Brexit or independence, the option of a second ref should be baked into the process from the start, to be used if the final deal is different from what was promised. (4/8)
The year since that proposal was agreed has shown that an intolerable clash is created if voters are promised that a referendum on a principle will be treated as binding whatever is subsequently negotiated. Scotland should not repeat the error. (5/8)
The sensible approach would provide for two referendums from the start: first on the principle; then, if there is a Yes vote, on the deal v the status quo. Indy supporters should not fear this: a Yes in the first vote would become more likely, which could build momentum. (6/8)
Fourth, our Citizens' Assembly on Brexit shows how to ensure such assemblies succeed in the UK. Recruitment, design, and facilitation are critical. Politicians must take the recommendations seriously, even if they don't fit their previous views. (7/8)

Sturgeon's words today suggest she has learnt the lesson of Brexit - that independence is best pursued through a careful, thoughtful process that all Scots can accept as legitimate. Ensuring that spirit is reflected in the details of that process will be vital. (8/8)
