The ‘technical panel’ for the Greg Hands/ Nicky Morgan thing which is intended to solve the Irish border through Max Fac has been announced.
There are some of the usual suspects: Lars & a couple of guys from his company, Hans & Graham Gudgin.
However it mostly appears to be Shanker leveraging his impressive network. There are a whole bunch of people he had previously worked with on papers, letters etc.
There is Lockwood Smith
Former NZ trade minister, Alan Oxley former Aussie ambassador to GATT, Peter Allgeier, former US ambassador to the WTO, John Weekes, former Canadian ambassador to the WTO, Eduardo Perez-Motta
Former Mexican ambassador to the WTO.
All of the above co-signed a letter with Shanker to the FT earlier this year headlined: ‘Britain should not fear crashing out of the EU on WTO terms’
Others on the panel include Tony Smith, the former head of UK Border Force, a guy from Fujitsui & Razeen Sally co-founder of the ECIPE think tank.

Some (friendly) shade thrown on NI cuisine by the UK Farming Minister.
Anyway the more substantive point in this debate on the Animal Health, Seed Potatoes and Food (Amendment) (Northern Ireland) (EU Exit) Regulations 2019 is to confirm that NI seed potatoes could not be exported to the EU in no deal.
The member for Upper Bann says this would be bad for a firm in his constituency

Taoiseach getting to the nub of border issue in the Dáil: ' 'We know some things can be done remotely, the collection of tariffs for example. Customs duties can be collected as other taxes are, either online or into tax offices....
'When it comes to animal checks it's much more difficult. Animal checks can only possibly be done physically by vets...
'And it's our view that those should take place at ports, that the island of Ireland should be treated as a whole when it comes to SPS but that would require the cooperation of the UK'

After last week’s no deal tariff announcement a few people suggested to me that tariff-hopping by shipping IE-NI-GB could be done without penalty. HMRC say no.
HMRC equally clear that no new checks at land or sea border
So if no new checks at either frontier I guess you’ll have to quite unsubtle to get caught, such as printing ‘Tariff Hopping Groupage’ in huge letters down the side of your trailer.

Not true. Business leaders are clear that a no-deal Brexit brings uncertainty. The two-year transition period (only available via the Withdrawal Agreement) has been one of the top asks from business..

HoL had tabled an amendment specifying no checks & controls of any sort. Pared-back version offered by govt in compromise was passed.

Lord Duncan said govt accepted thrust of amendment but made 3 changes to ensure it's 'fit for the statute book':
- to reflect fact W'drawal Agmt =btn UK & EU not IRL
- to refer to '98 NI Act re: N/S cooperation

Boris and Davis say it can.

David Trimble, who signed the Good Friday Agreement says so too.

So does a paper today by @Policy_Exchange

I think that's wrong. Here's why.

It admits defeat almost from the outset, by arguing that UK Govt "conceded too much” last December in the Joint Report. /2
Recall the UKG promise to avoid a hard border “including any physical infrastructure or related checks and controls.”

That set's a high bar for MaxFac - so high that Davis and Boris talk about some infrastructure, "set back" from the border. /3

What is most interesting about this piece by Dr Graham Gudgin on @BrexitCentral is how virtually identical it is to every other pro-Brexit piece on the Irish border.

Here's a brief thread noting some of these common features.

The border as battleground:
"The Irish border thus remains the key battleground in the war of attrition that is the UK-EU Brexit talks."

This has the effect of asserting that if UK moves on red lines here it loses the Brexit war.

Thus raising the stakes & raising tensions.

It blames the change of Taoiseach from Kenny to Varadkar for "hard stance from the Irish govt that has soured UK-Irish relations".
It sees Irish intentions as barely disguised irredentism.
Yet lays all responsibility for progress on Irish govt accepting "practical solutions".
