Leaving aside that of course Owens has not seen Maxine Waters cognitively tested, I just want to point out: neuroscience has moved decades beyond the idea that "IQ tests" are a singular or objective measure of intelligence.

When I was in college, my major included two years' worth of research into cognitive science and psychology, and "IQ tests" did not come up once.
The only people who still obsess over IQ are "race realists" like Charles Murray, who use the concept in profoundly misleading ways.

IQ was never even designed to compare people's intelligence. It was designed to be a red flag for disability.
So IQ tests are useful if, say, someone scores a 60. But if one person scores 110 and another 130, it doesn't tell you one is smarter, it tells you "they're both fine."

Not to mention, the fact that there isn't even one single number for any person, and that two different testers can come up with two different IQs for the same person, should be enough to discredit the concept as it exists in popular culture.
