The more you gnosis: It transcends language to see this symbol. It tells anyone, in any culture the same thing - someone is watching. The psychology of someone watching you is the very essence of belief in an overarching authority. This is crucial for lifelong mind control. 
It's hard to understand now since we are the grandchildren of those who were conditioned by the all-seeing-eye. The eye of providence is the illusion of authority. This is the belief in any type of "archy." How is DC not just a monopoly on violence and extortion?
The deepest evidence for mind control goes back to Egypt. The great pyramid has the eye of providence above its north door. Back then, a Pharaoh ruled the heart. His authority was a religion. We have that belief still in our bones. We are epigenetically immersed in the spell.
The Eye of Providence is riding the coat-tails of the Eye of Horus. But in 30,000 years when a new civilization replaces this one, the symbol of the eye will reemerge quite organically. The eye's meaning is eternal to man. 👁
Alchemists claim these symbols in your mind. They are buying high-traffic real estate and putting up a billboard. The sign can be for their personal glory, or a sinister subliminal suggestion dropped by association and repetition. Alchemy is advertising if you think about it.
