2/ on #1: SF is a transient city. Most people in SF do not have roots and not sure they will still be in SF in five years.
3/ on #2: SF is too expensive. Super rich can buy their way. Poor have coalitions. Most people in the middle end up moving.
4/ on #3: SF city Elections are not in even years. The elections are deliberately designed to have the minimum participation possible to not be sued for voter fraud.
