Mueller is talking about the obstruction part of his investigation. Repeats that he would have said so if he had confidence the president did not commit an obstruction crime.
Mueller emphasizes that they were working under a Department of Justice policy against charging the president with a crime. He says that charging Trump with a crime was "not an option we could consider."
As he did in the report, Mueller says it would also be "unfair to potentially accuse somebody of a crime" when Trump, as president, would not have a court hearing to clear himself.
Mueller: "The report is my testimony." He is making an argument against literally testifying before Congress. "...I do not believe it is appropriate for me to speak further about the investigation..." "...for that reason...I will not be taking questions today."

Most notable was Mueller's explanation that he couldn't charge Trump with obstruction even though he definitely wasn't declaring that Trump didn't commit obstruction. (He said this in the report as well, but he decided to emphasize today that he didn't say "no obstruction.")
