A lot. To start with, the surveillance of Page happened under a law specifically designed to prevent abuses like the FBI spying on King.
Three separate judges—all of whom were appointed by Republicans—signed off on the warrant. Two of those required evidence that the surveillance was providing investigators useful information about clandestine foreign intelligence activities in the US.

Of course, by then, the FBI'd known for three years about Page's relationship with Russia. How? Because, back in 2013, they'd picked up Russian spies talking about recruiting Page, saying his "enthusiasm" worked for them.

When he was identified, he went straight to the government—the Russian government, to tell identify himself as "Male-1" in the indictment and tell them he "didn't do anything" (Volume 1, p. 97).
