There’s no secret plan. Take their words at face value. Their consultants tell them impeachment is divisive & hard. 2016 shook their faith in their ability to go toe to toe with Trump, then 2018 restored a narrow faith that they can win... on health care. They’re just scared.
You're sitting in a room with members and staff, discussing an issue. The obvious path emerges, maybe unspoken. It's clear, but hard. There's an awkward silence. Staff exchange glances around the back of the room: "who's gonna tell them?" But then...
...someone pipes up with a convoluted and unlikely explanation for how the *actual* smart thing to do is this other path, which will allow them both to avoid the hard fight and also emerge victorious politically. Members breathe a sigh of relief. They have found the "savvy" way.
