Every Indian city (above 2 million) needs a comprehensive 10-20 year public transport integrated master plan.

This should include bus, metro rail, suburban rail, shared cabs and other modes.

INTEGRATED Planning and ADMINISTRATION (single entity) for a city/metro area is key.
Today, many of this planning (if at all it exists) is done in piece meal form. Metro Rail separate from Bus, etc.

Also, it is critical that eventually all different public transit authorities in a city/metro are also integrated into a single entity (Like in many global cities).
Different authorities with different metrics, objectives will always create suboptimal, inefficient solutions.

Today many cities are drawing out 5-10 year metro rail plans - but where are the bus service plans? Are they connected?

Metro rail is necessary, but not sufficient.
