We started looking at this; initial dataset (which we'll expand) is tweets containing "KamalaHarris" or @KamalaHarris and "not black". It doesn't look like a botnet, but it also doesn't look like it began organically. . .

Here are the first 20 accounts with tweets containing @KamalaHarris/"Kamala Harris" and "not black" from the beginning of the debate. It didn't spread by retweets (at least) at first; all of these accounts appear to have more or less simultaneously come up with the same idea. 
Retweet network for @KamalaHarris/"Kamala Harris" and "not black". Despite the volume, the activity attacking Harris is almost invisible, because the accounts aren't for the most part retweeting each other. Coordination somewhere other than public Twitter is a solid hypothesis.
