What is the difference between an app running in a browser tab and a native desktop app in the long-run?

(other than it utilizing web standards to make it cross-platform)
If there is little difference, over time, having a lots of browser tabs open seems like a much worse UX than a task bar/dock.
If every app turns into an Electron app to make use of the taskbar / dock, to remain cross-platform, we'll be running many full blown browsers taking up a lot of unnecessary CPU/memory.
There's a major slow & steady war being waged on Windows' dominance. Even Windows thinks Windows is legacy. But, we'd be merely trading Windows' dominance for much worse performance of a monolithic browser. I don't think users will choose cross-platform over performance.
I know a lot of people will say: Web Assembly. That's a valid argument. Web Assembly still has the same issue that JS has: it would have to integrate with a lot of hardware OS' have worked hard to implement to achieve significant performance. For example: GPUs.
Interested in other people's thoughts to shape my own :)
