If open source is any good the US is largely incorporating the Arctic into its overall distributed lethality paradigm. The last disconnected battlespace was the area under the ice. Somehow USN has been able to fix that.

The question that needs answering is even if Putin gains Arctic subsea dominance, what does it get him? Even assuming climate change it won't turn into a sea lane any time this century. Russian subs couldn't stop the ICBM's crossing either way overhead.
He gets his frozen kingdom yet it avails him nothing obvious. By contrast the US is asymmetrically responding by trying to dominate orbital space, in which Putin cannot compete. Yet he's not stupid. So what's he doing?
One long shot guess is that it's the Chinese, not the US that Putin's afraid of.
