Literally no doubt it my mind it would happen exactly like that. That's why, after some reading of stuff by actual sex workers, my own position switched from legalization to decriminalization.
Legalization would institute laws, like licensing, zoning, etc., as well as a system to enforce those laws, like special taxation, etc. That system would inevitably favor the well-off, who could afford to buy the licensing/premises/dictate the zoning, who would be majority white.
With legalization, poor and marginalized sex workers would STILL be open season for authorities, only now it would be for expired/nonexistent licenses and zoning violations instead of just being a sex worker.
Decriminalization just stops sex work from being a crime. That's it. It doesn't make rules about how it must be conducted, or who can do it, or where. It's the approach least vulnerable to corruption, exploitation and unequal application.
This is why Tiffany Caban's primary win had so many folks screaming their heads off; she's the first candidate to ever say, if she gets the DA position, she wouldn't prosecute sex workers. cbsnews.com/news/queens-ne…
