Sure. A gov't official, using their official gov’t account that is also used for the purposes of their elected position, calling for the targeting and suppression of speech because they dislike said speech is literally the definition.
Now that I’ve done that, @briantylercohen , please (3rd time I’ve asked now) define what specifically in the 1 minute excerpt of that segment meets the subjective (your word) definition of “hate speech.”
It seems that “hate speech,” were it to have a concrete and not merely subjective definition, should be used to define more than just speech somebody dislikes.
