With any normal administration, a delay in an official announcement would simply mean something else is taking precedence.

Here's the thing. Trump hates caving. This will be the second cave in this case, if reports are correct.

The only thing I can think of is that he will try to portray the (second) cave as a win, saying the census bureau will get the information another way.
