This is an explicit commitment to prosecute violations of the rights of immigrants perpetrated on Trump's watch—not just a cleanup during the next administration, but an investigation of crimes committed under this one.
And note: This is a commitment to stroke-of-a-pen executive action that requires no legislative approval. Warren is saying her Justice Department will investigate and prosecute the crimes committed in the Trump camps.
The question of what a Democratic president elected in 2020 would do about the crimes of the Trump administration is going to be a huge one in the general election, and should be a central one in the primaries.
"If Trump's jailers abuse the immigrants under their control, they will be prosecuted by my Justice Department" is a good and clear first step toward answering that question.
And I don't know if it's intentional or not, but Warren's phrasing in the link above is by no means limited to the actions of officers interacting directly with immigrants in the camps themselves.
