The Midway ISD school board workshop has begun. Board is hearing presentation on results of community survey on potential 2019 bond package. The survey was conducted by Decisive Campaigns.
Geoff Tonini with Decisive Campaigns is giving the presentation. He refers to the "Beto effect," which is when lots of people are interested in election but don't turn out to vote. "Some people only vote in presidential elections, if at all," he says.
Out of 30,758 registered voters, just 1,135 are verified registered voters or households who participated and completed the survey, Tonini says.
Tonini says the results of the survey show greater support for "brick and mortar" educational items, such as replacing school roofs. Less support for performing arts projects and adding lockers to high school.
Tonini says there was not enough statistical support for a $177 million bond package but more support for $153 or $126 million bond issue.
Tonini says people like the projects, just not how they will impact their tax bills. Basically, the less impact on the tax rate, the more support the bond package has.
Tonini says $126M bond package had greatest amount of support among survey participants, but that doesn't necessarily mean people who supported more expensive bond issues would vote for the cheaper bond package.
Tonini says in this survey he saw the greatest number of comments on property appraisal rates or the "Magnolia effect." He says other districts are not experiencing this effect or having these concerns as much as the Waco area.
I got this backward. "Beto effect" would be having more people vote than expected. It's been a long week, guys, and it's only Tuesday.
The board is now discussing refining the $177 million bond package. The number has been reduced to $160 million by cutting out some new construction and instead renovating some existing buildings.
The board has adjourned the workshop and moved into its regular meeting. I have to write a story, but then I'll pop into the regular meeting.
