Latin Americans don't have the same cultural footprint and sociopolitical capital as Black Americans, but have a bigger population, so they're being targeted first. They're more vulnerable both socially and physically.
This initial iteration of the "detention camp" is a proof of concept for the carceral industry and a crash test for the logistics of an enterprise which will eventually become labor camps. They're learning how to cost-efficiently imprison en masse, track, supply, and mobilize.
They're learning how to address the psychological and medical realities, how to fast track laborers through courts, and everything else that goes into modernizing an ancient concept — a slave labor camp — into an effective capital market. Prison, but without public oversight.
Think of the atrocities you read about in regards to under-funded, under-staffed, over-populated prisons (ex. Angola), and imagine them not as the unfortunate nature of incarceration but deliberately engineered externalities of a business' cost-reduction strategy.
Trump's administration, which serves as puppet to a private sector power coup, is the culmination of a ~60 year campaign which began with propaganda designed to tie capitalism to American democracy, escalated with 9/11, and ended w/ Citizen's United as the penultimate victory.
They — meaning private industry and the military empire that serves it — engineered the dismantling of the locus of public power in the form of unions, then corrupted the legislature, then captured the executive and stacked the judiciary. Next step is the quelling of dissent.
This country spent billions since the 60s to understand social engineering, biometrics, psychographic segmentation, behavioral psychology, propaganda, soft power, etc, all control the public and safeguard the powerful.
I say all that to say this: the robber barons' kids learned the lessons of the 20th century and now they're back with a military that can be mobilized anywhere on the planet, nukes, an informational panopticon, the world's most sophisticated propaganda network, and more money.
