This is why I find the whole "Hmm, Chinese students overseas rarely criticize the CCP, they must all be brainwashed/sincerely loyal" such an annoying framing.
What they are is *circumspect*.

Some no doubt *are* sincerely loyal. Some, perhaps quite a large share, will be Party members. Some will really never have heard alternative views and aren't interested.
But it's not all stimulus-response. Many just think before they speak, and decide it's not worth the risk.

If you think Chinese overseas students on the news seem oddly likely to echo CCP propaganda, it's worth reflecting that this is the only risk-free form of public political speech they can engage in.
And many of them of course are Party members. They're into student politics!
Unless things are very different from my day, we're talking about the sort of unrepresentative swivel-eyed weirdos most normal students steer well clear of.
