Govt warned by Home Office officials Britain could face 'another Windrush' over attempts to end free movement of EU migrants overnight on Oct 31

Paper discussed by Brexit XO last week recommended continuing free movement until 2021

Plans were rejected by ministers
The Home Office paper looked at 2 options:

1. Extend free movement until new migration system ready in 2021

2. Require EU migrants arriving after Oct 31 to apply for leave to remain
The Home Office paper warned interim migration system raised 'legitimate concerns of another Windrush'

It said continuing free movement until 2021 would provide 'maximum certainty' to EU migrants
Home Office tonight says *both* extending free movement until 2021 and requiring EU migrants to apply for leave to remain have been rejected

Priti Patel is looking at a new, undisclosed system for ending free movement on Oct 31

Dominic Cummings was unrepentant tonight after sacking Sajid Javid's special adviser

He told advisers that if they had a problem with his style they knew where the door was

He said they could talk to him in private if they had concerns

2) Today, Tory Fibs, a leading Labour commentator put out a summary of the Labour Brexit position. Other than a Veto on EU trade deals & no controls on state aid it reflects the position put forward by all Labour spokespeople

1/ Today UK Govt has published updated list of what evidence is accepted for Settled Status applications. Compared to the Home Office guidelines published August 28th the list of acceptable evidence has shrunk while list of disallowed evidence has grown. gov.uk/guidance/eu-se…
2/ mobile phone contracts allowable in the August 2018 guidelines have now been dropped
3/ while now under the new list of acceptable evidence ALL photographs and videos will be disallowed as evidence.

2) European Commission decides today whether or not to delay 2 awaited publications scheduled for Wednesday appearance: paper on future EU-UK relationship and paper on stark EU intentions in case of no deal
3) These 2 papers could be used as carrot/sticks in negotiations but there’s a nervousness in EU circles to get tone right at this delicate coming-to-end-game state of #Brexit proceedings and not to be seen as bullying (remember Salzburg??)

First. What is possible.

In January talks will resume and the UK will focus on transition. This is DexEU and Treasury focus.

They will strike an early agreement on this, even pushing to find a way to formalise it prior to the Withdrawal Agreement being ratified /2
The EU will likely reject the attempt to formalise transition deal in some early, focusing instead on the following:

- drafting withdrawal agreement
- creating dispute resolution mechanisms on Money etc
- drafting a "political declaration" on trade/future relationship /3
