If that doesn't count as "child endangerment such that custody must be taken from the parents," I truly can't imagine what would.
And I think that should be an *extremely* high bar. Very few circumstances are inherently more harmful to children than being separated from their parents.
But this clears that bar, and then some. These are unfit parents. Period.

As for who gets custody: They should be, ideally, adopted by a loving family, and this should happen as soon as possible. Every day of waiting causes more harm. They're dying of malnutrition.
