Me : I haven't finished yet! You can work out what teams and attitude you require THEN ...

... you can anticipate how things are going to change by applying climatic patterns, where you're going to face inertia and what sort of attitudes you'll need.
X : and so who you need to hire?
Me : Hold your horses. THEN ...

... you can work out where you wish to attack i.e. the areas you wish to hold, attempt to control including any gameplay you might use.
X : Then hire?
Me : WAIT! ... then

... you can work out which components you might outsource, which new teams you need to build (including their attitude).
X : Now, hire new people and fire old teams?
Me : No. THEN ...

... you work out who you need to re-deploy, who you need to hire and who you need to re-train.
X : What about letting go?
Me : Every time you get rid of people, you're either failing or not thinking hard enough.
X : But Netflix says ...
Me : I know what the culture decks says.

X : You think it's wrong?
Me : I think it has some good bits in there but do I think the Netflix Culture deck is the pinnacle of how to create an effective culture? I'm pretty sure even Netflix doesn't think that.
