I know I'm in a VERY odd position here to be arguing in favor of the ICIG, trust me, I get it. But let me tell you how I see it:

Once the actual whistleblower complaint gets filed, something weird happens.

What if Schiff wanted to launch this attack in early August with this complaint? This would be two weeks after the third Dem debate and exactly one month before the fourth debate, protecting Biden by giving the media a month to bury any possible splash damage that hits him.
Schiff and the 'whistleblower' do EVERYTHING by the freaking book. EVERYTHING. Step by freaking step. This is a clear and flagrant abuse of the whistleblower system, because what are systems if not tools for the Democrats to abuse and destroy the purpose of?
Then, the ICIG WAITS. He SAT on it until there was an ADNI in place, who then stonewalled Schiff for a full month until they forced Schiff to go through his apparatchiks in the WaPo, at which point Trump was ready for it to be exposed, reversing the entire trap on the Democrats.
I know Shem read the ICIG statement on its handling of the whistleblower complaint with a critical eye, but the IG's have a very delicate balancing act they have to go through every single day. They need to be able to do their jobs and act as much like nonpartisans as possible.
Imagine, if you will, how much the Democrats would have crowed had the ICIG squashed it. It would have been leaked by Schiff anyways, and the media would have a field day the next time the ICIG tried to expose malfeasance by our alphabet soup intelligence agencies.
I'm sure Horowitz wanted to call Comey and Deep Stroke two of the worst FBI members he's ever seen and that they bring the entire organization's name nothing but disgrace. But then, if the FISA report is that damning, how much would it lose its impact if he had done so?
The ICIG, on the other hand... all he had to do was sit on the complaint for four days. He COULD have cooperated fully, but instead he took it by the book very carefully, and very slowly, and fucked up Schiff's timing entirely.
The ICIG waiting four days gave Trump and co a MONTH to prepare the trap, if not even moreso given I'm pretty sure this was a trap from the word 'go'. You think Trump's not watching Schiff's every move for more fucked up idiocy from that bug-eyed cocaine snorting creep?
Four days turned a perfect attack into a trap, and now with the whistleblower complaint still in its heyday the media has just 2 weeks to bury it before the fourth Democrat debate, where the entire US will watch Democrats do everything they can BUT talk about Ukraine.
