Explanation:

A free trade agreement, even one that eliminated all tariffs between the UK and EU wouldn't solve even the customs part of the border problem.

Trading goods under an FTA actually requires more paperwork than the WTO baseline, not less.
In addition to declaring everything you're carrying, you also have to present documentation to prove that the goods you're trying to import under the FTA are "UK enough" to qualify for the zero tariff rates.
