I hope UK Gov doesn't slip back into the bad old days of non strategic CIOs but with new titles. I'm still concerned they've weakened spend control by distributing it.
When I wrote (with others) the better for less paper, Gov IT was to put it kindly ... a mess, out of control, endless fiefdoms with little actual challenge, no focus on user needs, no actual grasp of spending or transaction costs but with oodles of CIOs, architects and PMs ...
... there has been an awful lot of excellent work done since then, some in GDS, some by Depts. A key part of this process has been spend control, a mechanism of challenge. It's the one thing that should not be weakened. Challenge and pre-mortems are essential.
