This Ukraine scandal is happening because Trump, Giuliani, Barr, and apparently the entire administration is caught up in a bizarre, internet conspiracy theory called "The Insurance Policy." It is absurd, nonsensical, and the fact that they believe this is beyond terrifying.
It's related to the QAnon nonsense, and it is almost complete gibberish because it attempts to thread together so many disparate and absurd ideas. It's grown and grown and grown and to even recount what's being pushed is to sound like a wild-eyed crazy person.
I cannot stress enough how absolutely ridiculous this conspiracy theory is, but take a moment and think: it's been accepted by the President of the United States, the Republican Party, Fox News, and a chunk of the electorate. The splintering of reality here is astounding.
