Public spheres are not public in the sense that they are government owned. Public spheres are made up of a lot of private spheres that happen to be spaces in which citizens freely debate matters related to the public good.

Take 3: The "public" part of public sphere refers to their function - they're spaces in which citizens freely debate, and form their opinions, on matters related to the public good. If citizens in a democracy are uninformed, democracy cannot function.
