In just 3 years he has accomplished more to implement a conservative agenda than all of the Republican presidents since WWII put together. He did it by not giving a shit and just doing stuff, pushing the envelope of presidential discretion to the maximum....
While much of what he has done will fall because of court decisions and the actions of the next administration to reverse his policies, much of what Trump has done will remain, permanently. This is what I would call the two-steps-forward-one-step-backwards approach to policy....
Republicans know that Democrats lack the will or determination to reverse all their policies. Over time there is a ratchet in the direction of conservative policy.
I believe that one reason some conservatives support Trump even though they think he has gone too far is precisely because they know that half of what he has done--but only half--will be reversed by the next Democratic administration.
