This part - in his appeal papers: “The punishment imposed upon [Pantaleo] of his termination from the NYPD is shocking to the conscience.”
Cause that's what shocks the conscience - him being fired.
Not that he murdered a person, it was caught on video, and the only punishment imposed on him is that he was fired.

Arizona cop Philip Brailsford who executed Daniel Shaver in a hotel hallway, was tried and acquitted of his murder, was then rehired by the Mesa PD specifically so he could apply for a disability pension.
