The rich pay tuition. The poor pay room and board.

Free tuition is a policy of the PMC, by the PMC, and for the PMC.
If you want to equalize opportunity for richer and poorer students, start by making room and board much cheaper, or free.
Here is my list of policies for making our university system an engine of opportunity.

College expansion, universal free applications, and help with room and board figure prominently.

Free tuition doesn't even make the list.

I didn't go into the room and board issue in the post, but my bet is that having universities build and operate a bunch of free on-campus housing would be the highest-impact policy here.

I recently learned that as of two years ago, anyone who uses WeChat Pay or Alipay in China has to have a Chinese bank account, AND that paying for things with cash is difficult.

In other words, it seems increasingly hard for visitors to China to live and get around.
I might be overstating the importance of these changes, but it seems like just one more way that it's getting harder for foreign companies to do business in China.

Which could be part of a more general move toward Chinese national closure and isolation.
Maybe now that China is A) slowing down economically, and B) being targeted in a trade war, it feels like there's little reason *not* to start closing off the country to outsiders.

I predict China is headed for 4.5% growth in the next 3 years or so.
Also: China "bulls" tend to think China's growth forecasts are reflections of the government's omnipotence, and that it only slows down when it wants to.

I heavily doubt it. I think the growth targets are mostly just forecasts, and China would rather not slow down.
Oh, and China "bears" tend to think that China's growth numbers have been consistently overstated and that China's economy, as a result, is actually much smaller than official numbers suggest.

I think a little of this does happen, but it's fairly modest.

1/ I read today’s @NYTimes piece on #Opportunity Zones. A few thoughts: nytimes.com/2019/08/31/bus…
2/First reaction: it's impossible to say that Opportunity Zones have been a “Bonanza” for anyone. We are in *such* early days. Opportunity Zone funds will not have any returns for ten years, minimum (this was intentional, it’s patient capital!)
3/ The narrative that a “wave of developments” is happening is not yet true. Opportunity Zone funds across the country have raised less than 10% of their goals. It is a new market and most people are very cautious.

Board of trustees is meeting this morning at 9:30 to discuss, among a variety other things, resident tuition. About a half hour before the meeting, a group of about 20 from GTFF is gathering outside, signs in hand. 1/
The board also met yesterday, in a closed executive session, to discuss the status of bargaining with the GE's union, whose contract expired in April. 2/
Representatives from GTFF, ASUO and the LERC have lined the entrance to the meeting room.

Before their arrival, board staff could be overheard discussing alternate entrances and exits. 3/

Since some of y'all want to be disingenuous about the costs of college, I will just mention that even with a full tuition scholarship for undergrad as well as having tuition covered in my MA and PhD, I still ended up with student loan debt.

How?

Well...
First of all, tuition isn't the only thing you have to pay when you go to college. You have to pay fees. You also have to pay room & board (if you live on campus) or rent + groceries + other bills (if you live off campus).
Unless you stay home with your family, but y'all get mad at us for that too.
