The rich pay tuition. The poor pay room and board.

Free tuition is a policy of the PMC, by the PMC, and for the PMC.
If you want to equalize opportunity for richer and poorer students, start by making room and board much cheaper, or free.
Here is my list of policies for making our university system an engine of opportunity.

College expansion, universal free applications, and help with room and board figure prominently.

Free tuition doesn't even make the list.

I didn't go into the room and board issue in the post, but my bet is that having universities build and operate a bunch of free on-campus housing would be the highest-impact policy here.
