1/ On Halloween, my family saw NYPD converge on a group of black teenagers in Brooklyn. My wife and our 6-year-old daughter saw an unmarked NYPD car going against traffic *hit one of the boys.*

2/ My wife saw kids running from the wrong-way unmarked NYPD car, then saw a kid dart out and get hit.
Another witness told me it was “a horrible sound.”

3/ It happened at 8:20pm Halloween night on Court St & Kane St. This corner.

The boy got off the ground and ran. The police gathered *other boys* against a wall and arrested three, *age 12, 14, and 15.*
One witness said the youngest boy was crying, asking, “What did I do?”

The police said the kids fit the description they’d be given.

I went to the police station. The boys were held for four hours, until 12:45am
NYPD says it notified the parents.
Parents told me they were *not contacted by the NYPD.*
They went to the station after neighbors told them.
They also weren’t allowed to see their kids.

The NYPD told me the boys were charged with “obstructing governmental administration," “based on the fact that they fled and refused lawful orders to stop.”
