Here's the reality: The FBI, CIA, NSA, DNI, DOJ and Congress say Russia hacked the Democrats in 2016. But the President believes a conspiracy theory that Ukraine did it. He has believed this for years. Top WH officials tried to convince him that it was Russia, to no avail.
This comes from the testimony of Fiona Hill, who was the top Russia adviser on the WH National Security Council. She aid it was a "debunked theory" that Ukraine framed the Russian government for the DNC hacks in 2016.
Hill continued, "the Ukrainian Government did not interfere in our election in 2016." Asked by GOP staff about a Politico article on alleged DNC-Ukraine contacts. She said, "that doesn't mean that that amounts to an operation by the Ukrainian Government." politico.com/story/2017/01/…

So Giuliani just Skyped with him. Giuliani took Shokin's (discredited) allegations about Biden to conservative airwaves... and the rest is history.
