BREAKING: Gordon Sondland will tell lawmakers there was a quid pro quo for a White House meeting &, he later came to learn, the military aid, too, according to his opening statement we obtained.

“Everyone was in the loop. It was no secret.”

Whoa. Ex-Bolton deputy Charles Kupperman wants to add House Sergeant-at-Arms Paul Irving as a defendant in his lawsuit.

Irving is the one who would carry out “inherent contempt”—the rarely-used authority to jail & fine witnesses who defy congressional subpoenas.
This is really something.

Kupperman’s new motion says he is at “imminent and substantial risk” of being held in inherent contempt.

Because the SAA enforces that, Kupperman wants to add him as a defendant.
To be clear: There are no indications that House Dems are preparing to revive their inherent contempt authority—against Kupperman or anyone else.

If Judge Leon says Kupperman can’t sue the House, though, the House could **theoretically** use inherent contempt against Kupperman.

JUST IN: House Judiciary files motion opposing a stay in the McGahn case, saying “the delay from such a stay would impair the House’s ongoing impeachment inquiry.”
MORE: “Even if evidence from McGahn is not
obtained before the House has completed its investigation, there is still an urgent need for that evidence because it could potentially be used if there is an impeachment trial in the Senate.”
This new filing from the House tonight makes clear that Dems intend to use Mueller/obstruction in some way, shape or form in the impeachment process.

“Granting a stay could thwart the committee’s ability to conduct an impeachment inquiry based on all of the relevant evidence...”

JUST IN: House Judiciary announces first impeachment hearing for next Wednesday, titled “Constitutional Grounds for Presidential Impeachment.”

Witness panel will feature constitutional scholars. Trump’s lawyers will be able to participate & ask questions.

QUESTION:  All right.  Let’s turn to the impeachment process that is underway now on Capitol Hill.  There’s been a parade of State Department officials that have been going through and testifying before Congress.  Yesterday, it was Alexander Vindman.
He says that there were things that were deleted from the transcript of the call that were specifically about the Bidens and about Burisma, investigating both of those. & he claims that there was a quid pro quo for a White House meeting and for the aid to be released to Ukraine.
