How can say this? Three reasons.

1. The chemical was not confirmed to be "novichok". Porton Down said it had found novichok in the #Skripal blood samples, but in court PD's expert wouldn't confirm this.
The #OPCW was careful not to explicitly identify #novichok in its analysis of the blood samples it received from the UK. It hedged its language in a strange way, merely saying it "confirmed" the UK's findings relating to the identity of the chemical. (2/6)
2. Nobody knows where the bottle of #novichok that turned up 4 months later in a flat in #Amesbury 8 miles away from #Salisbury, came from -- least of all Charlie Rowley, who supposedly found it. There's no evidence the bottle was ever in #Salisbury. (3/6)

Article by @PACE_News calling on Russia to launch an investigation into the use of a #Novichok nerve agent against #Navalny & to accept a Technical Assistance Visit from the #OPCW. Interesting to consider desired objectives/outcomes of a TAV 1.5 yrs after the incident.
TAVs are normally requested much earlier, eg immediately after an incident. This being said, TAVs respond to needs of the requesting State Party, and there is no time limit to request one if requested expertise is available.

1) Changes to Schedule 1 Chemicals:
Biomarkers of the cholinesterase inhibitor found in Mr Navalny’s blood and urine samples have similar structural characteristics as the toxic chemicals belonging to schedules 1.A.14 and 1.A.15 in the Annex on Chemicals to the Convention.
The chemical used, however, is not listed in the Annex on Chemicals. Today, although some peer-reviewed articles have been published in scientific journals, specific information on their detection and identification as well as protection and countermeasures is still lacking.

Pakistan has been re-elected to the Executive Council of the #OPCW for the term 2022-2024. The elections were held during the recently concluded conference of States Parties in the Hague from 29th November - 2nd December 2021 (1/5)
The re-election of Pakistan to the 41 member Executive Council of the OPCW is a testament to Pakistan’s positive role at the OPCW. It reaffirms the confidence of the Member States in Pakistan’s ability to provide effective leadership & impetus to the work of the OPCW.
Pakistan is an active member of the OPCW & has been serving on the EC since its ratification of the CWC in 1997 & has been contributing constructively towards the fulfilment of the objectives of the CWC & regularly hosts OPCW routine inspections at its relevant facilities (4/5)

1/4: Voting on #OPCW Programme & Budget has become common practice, representing difference of opinion on legitimacy of the IIT and - for the some in the 'no' camp - their denial that the Syrian government has used #chemicalweapons. But who votes no and how often? #CSP26
Here we see that P&B was, at least at CSP level, relatively uncontentious, until #OPCW #IIT was established by vote in June '18. In the old days, P&B bartering could be ironed out thru consultations with TS and at EC level. From 2018, voting no is one way to protest. #CSP26
3/4 - So, we have had 4 years of P&B voting: but who has been voting no consistently? The gaudy table below shows there have been 8 SPs consistently voting no: we can assume Syria would be here if they could vote, as would Venezuela, and a handful of others. #OPCW #CSP26

At #EC98, 🇬🇧 is continuing to press for #Syria to come into compliance with the Chemical Weapons Convention. Until it does, some #OPCW rights will remain suspended. Decisions of the Executive Council and Conference of the States Parties have made clear what Syria needs to do⬇️
On 9 July, #Syria told #OPCW that an attack at a military facility had destroyed 2 chlorine cylinders related to the chemical weapons incident in Douma in April 2018. But the cylinders were supposed to be stored 60km away. Syria has still not explained to #OPCW why it moved them.

10 years after the beginning of the conflict, the Syrian chemical dossier remains on the agenda of this #ExecutiveCouncil. The latest developments are worrisome, to say the least, with regard to #Syria's cooperation with the #OPCW.
The decision adopted in April by the #CSP-25 is not irreversible, as our ultimate goal is the dismantling of the Syrian regime’s chemical arsenal, in order to prevent any further use of #ChemicalWeapons. We urge #Syria to cooperate with the @OPCW.

This week’s #OPCW Executive Council takes place just over a year since the poisoning of Russian opposition leader Alexey @Navalny. The UK and partners will continue to press Russia for answers. A short thread on why this is an issue in the @OPCW ⬇️🧵 #EC98
#Navalny fell seriously ill on 20 August 2020 on a flight from Tomsk to Moscow. After an emergency landing, he received life-saving treatment in Omsk. Then on 22 August, he travelled to Berlin for further treatment.
At the request of Germany, OPCW experts took samples from Mr Navalny on 6 September. These samples went for analysis in two independent OPCW-designated labs. Both found evidence of exposure to a nerve agent from the novichok group.
