JUST IN: KUPPERMAN has moved to add the House sergeant-at-arms as a defendant in his lawsuit.

The theory is that if the House were to try to fine Kupperman into submission, the sergrant at arms would be the one to enforce it and should therefore be part of the suit.
In a separate brief, Kupperman also expands on the argument that the MCGAHN ruling doesn't apply to him.

He says it might if the House subpoenaed him -- likeit did for McGahn -- but the House withdrew its subpoena to attempt to end the case.
Kupperman also suggests that the House's decision to withdraw its subpoena appears to be a form of judge shopping -- intentionally leaving it to Ketanji Brown Jackson to resolve in the McGahn case, rather than leaving it to Judge Leon.
JUST IN: House responds to Kupperman brief by noting that it's not going to pursue contempt charges against him, which makes his concern about fines moot.
