If the problem is "clear", why is it hard to break this cycle?

1/n outcomes faltering tend to kick off all kinds of reactions that feed back into the problem
2/n a key wicked loop is that faltering outcomes trigger MORE upfront planning, MORE work in progress, LESS working together ... all kinds of things. Which impact outcomes.
3/n budget pressure makes shared teams MORE shared, with fewer team members, which feeds into MORE upfront planning, larger batches ... and sometimes more contractors...even further distanced from the work
4/n imagine you are hired into this company. Everyone is blocked or busy. What do you do? Dream up work you can "do yourself" ... which is often not the highest prio work. More WIP. Fewer chances to work together.
... you get the idea. When ppl say, "oh this is easy to fix" they are partially correct. It is theoretically easy to fix. But there's so much inertia, so many feedback loops, and fixing it would cause temporary acute pain ... that the logical thing (do less at once) is illogical
