I'm a public management professor who studies the performance measurement: there is no real basis to this claim. Federal and state governments perform such distinct functions that it is meaningless to try to compare them in terms of efficiency or effectiveness.
To give a specific example. Social Security is the largest federal program, about 23% of the budget. It's administrative costs are .4% for OASI and 1.9% for disability insurance. Quite efficient, but it hardly makes sense to compare this to state programs.ssa.gov/oact/STATS/adm…
Easy to dismiss Walker engaging in political rhetoric, but this is someone who spent his entire life in government (even when he lost his paid government gig) and keeps reinforcing stale and misleading beliefs. Its why Americans express distrust for services they actually value.
Wonky aside: It is amazing how Social Security has steadily reduced its administrative costs over time.

The Trump administration tried and failed to pass this policy in Congress. So it is using executive power to strip people of benefits by burying them in red tape - 88% of people who would lose benefits earn less than $600 a month. 1/
The Trump administration passed an executive order to impose work requirements on benefits that the poor need, such as Medicaid and SNAP. They are unwinding the welfare state via administrative burdens. 2/
We already know how this is going to work based on the preview provided by work requirements in Medicaid. These are not work requirements - they are work *reporting* requirements. Lots of people will lose benefits b/c they struggle with red tape 3/

The Census resisted privatization of data collection for many years. When it was finally imposed "the privatization led to rapidly escalating costs, reduced productivity, near catastrophic failures of the 2000 and 2010 censuses, and high risks for the 2020 census."
If you are looking to contract to save costs, maybe the defense industry is not the right model.
Other countries do censuses, and have incorporated information technology without relying on private contractors that have driven up costs. Two US military contractors struggled with this task to the point that the 2010 Census ended up being paper-only. Both got paid $1B each.

One remarkable thing (among many) about this story is the degree to which Stephen Miller - and by extension the Trump campaign - was actively directing conservative media to stoke anti-immigrant resentment. splcenter.org/hatewatch/2019…
Example of how Miller's racist views become policy: Miller opposes a policy of providing temporary protected status to immigrants fleeing a natural disaster, drawing from a story from a white nationalist site V-DARE. When Bahamas gets hit by a hurricane, Trump stops the policy.

1/ Running thread as I read through the 88 pages (!) of Gamble v. US. First, I'll start w/ J. Alito's majority opinion #SCOTUS
2/ Gamble considered a draft of the Double Jeopardy Clause that was rejected. Alito says this draft should "count for little" bc "The private intent behind a drafter’s rejection of one version of a text is shoddy evidence of the public meaning of an altogether different text"
3/ In other contexts, Justices have given great weight to rejected proposals. For, in Lee v. Weisman context, J. Souter focused at great length about earlier versions of the Establishment Clause that were rejected. scholar.google.com/scholar_case?c…
