I'm a public management professor who studies the performance measurement: there is no real basis to this claim. Federal and state governments perform such distinct functions that it is meaningless to try to compare them in terms of efficiency or effectiveness.
To give a specific example. Social Security is the largest federal program, about 23% of the budget. It's administrative costs are .4% for OASI and 1.9% for disability insurance. Quite efficient, but it hardly makes sense to compare this to state programs.ssa.gov/oact/STATS/adm…
Easy to dismiss Walker engaging in political rhetoric, but this is someone who spent his entire life in government (even when he lost his paid government gig) and keeps reinforcing stale and misleading beliefs. Its why Americans express distrust for services they actually value.
Wonky aside: It is amazing how Social Security has steadily reduced its administrative costs over time.
