ECHS
The latest travesty in the ECHS saga. The vendor selected by MoD sourceinfosys.com for upgrading smart cards isn't porting data to the new system. Result - doctors having to manually retype medical history and prescription for each patient. This is taking anywhere.....
between 15- 30 minutes per patient, leading to long queues.
Some questions that need to be asked -
1. Isn't data migration included in the contract?
2. If not, why? Weren't those drawing up the contract competent enough to evaluate scope of work?
3. If it is, why isn't it.....
being enforced?
4. Has someone calculated the cost of this migration from perspective of cost of time of doctors spent in data entry work?
5. Even if data migration has been missed out from the contract, isn't it better to contract a few data entry operators to manually type....
in the old data into the new system instead of using costly resources like doctors, who's time is better utilised examining patients?
6. Who is accountable for this utter mess in ECHS? Why is there no accountability?
Apparently the Delhi Cantt polyphonic is implementing the upgrade as a pilot. If it has to be rolled out across the country, data migration MUST be included as a deliverable for the vendor.
