Let's say for shits and giggles that I'm a police officer. Let's say that I don't like my neighbor and want to arrest him but I can't find any reason "legally" to open up an investigation. Let's further say that I have an confidental informant (CI) that sells drugs.
Let's say I ask the CI to go up and talk with my neighbor. Let's say I just happen to make sure my other neighbor is out in his yard when this conversation starts and he tells me later about the conversation. Well, hell, now I just happen to have a "by the book" reason to
...open up a full scale investigation on the neighbor I hate. Bonus there is absolutely no way to prove bias as long as the CI never mentions he was asked to talk to the neighbor. In fact for further shits &giggles let's say the CI acts stupid, shocked, & outraged on TV that
...the police consider him a threat worthy enough to keep an eye on.
Well, golly gee, I now have a "by the book" investigation with no bias easily seen. It's known I hate the guy but I'm just doing my job after I was notified by a concerned citizen of possible wrong doing.🙄🤔
