The dossier was prescient because the entire collusion narrative was drafted in 2015 by contracted intel analysts. Then the evidence was planted to make the case that had been designed in a hypothetical scenario of what Russian collusion would look like.
Mueller interviewed members of the team who developed a Russian Collusion scenario in 2015. Those analysts were scared to death because their scenario seemed to play out in a way that was too accurate to be a coincidence.

The analyst even used the word "prescience" to describe how strange it was that Russia copied the exact same plan they designed & gave to deep state connected people as a road map to Russian Collusion.
