Banks have traditionally request TIN for opening bank accounts. But this is more of best practice & standard KYC rule but no specific legal mandate on this. While it’s expected for eligible taxpayers to obtain TIN, no law makes it a precondition to operate bank account #TIN4Bank
Finance Bill 2019 now makes specific provisions that makes it COMPULSORY for Banks to request for TIN from existing and new bank account holders. This provisions are specially tied to business accounts. Not individual personal accounts not used for business purposes. #TIN4Bank 
The provisions in the Finance Bill 2019 relating to request for TIN as precondition for operating bank accounts appear under both CITA and PITA (the tax laws for companies and personal). In both cases, there is specific reference to accounts being used for business purposes.
Joint Tax Board, @firsNigeria and many State Tax Agencies @lirsgovng are all driving agenda for tax penetration and ensuring that all eligible taxpayers are registered. But the specific provision in the Finance Bill requesting TIN for bank account is limited to business accounts.
As far as Finance Bill 2019 goes, there is no provision requesting TIN for personal bank account unless the account is for biz operations. It’s purely for persons operating bank accounts for biz purposes - sole traders, enterprises, partnerships - same for ltd liability companies
