In the absence of a Congressional initiative what's likely to happen is economic and possibly kinetic action against Iran's oil industry. It's their center of gravity.
The consequence of that is to empower their Sunni rivals and destabilize Iran. That will create yet another Frankenstein force down the track.
You can't defend an oil industry. It's inherently soft and inflammable. That's why Iran itself fired a missile at a Saudi refinery some months back. The facility burned like a match.
You know what they say. People who live in gas stations should not throw molotovs.
But maybe Congress will wake up. Or go back to sleep.
