Bill Bratton is either lying or has been grievously misinformed. Below are screen shots of the state Senate testimony of 3 NYC district attorneys--some of the many DAs & police officials who commented on the bail law he's referring to.
Here in fact is a screen shot of the testimony of a deputy commissioner in Bratton's own department commenting on the bail law. Many police officials & DA's in NY state weren't pleased by the bail law. But to say they didn't have a chance to comment about it is absolute nonsense.
It is true that the Senate committee was convened to discuss the discovery aspect of the criminal justice reform law in particular, but the officials called by the Senate almost universally discussed the bail portion of the law as well. Happy to post screen shots of that too.
Not to mention the criminal justice reform law emerged out of a state task force of judges, defense lawyers, prosecutors, police officials etc. initially convened in 2009. The legislature didn't ultimately adopt all/many of the task force's findings. But many people had input.
It is also the case that the process was hurried, even rushed--7/8 months start to finish--and that police department's and DA's office have had a hard time implementing the changes, logistically and financially. Still, critics had a chance to air their criticism.
